Bias and Meter readings are a low

I followed the instruction in the manual and installed the three 9.09 Ohm resistors on both meters. The readings are low on both. I get readings of 40mA/50mA on one, and 45mA/55mA on the other.
Also, I noticed that when I had the power switch in the on position when plugging into the wall socket, the meter needle didn't move. I had to switch off and on again to get the meter to move. That happened with both amps. All the other tests before that were spot on. When I checked the forum, I noticed that there seem to be meter issues that others have reported, but the last batch of meters were supposedly fine. I am assuming that I have some of those as my kit was one of the last ones. As I read that the latest meters don't need the resistors, should I take those off? Thanks. FS

There is a slot adjustment on the front of each meter you can use to finely adjust the readings if necessary.
