Signal negative to chassis ground?

I'm slowly building up my S.E.X....hmmm, probably a better way to phrase that but...

I find the signal ground (input RCA ground tab) shorted to chassis ground as well as the STP shield.  At first I thought I messed up but the jumper from 12 to 13 is where this connection is made.

All is well?  Or did I goof up somewhere?

You are fine.  This "defines" ground.  The signal will move positive and negative relative to ground.

Yep thats normal, and the output side is grounded by a jumper from 23U to the headphone socket.
