meter seems like it works fine. tested it on other things. the above issues are present and a1,a4,c1 and c4 all read zero. have not turned it on, not sure if it is safe to turn on. thanks
That is a very good decision to make at the moment.
There are a few scenarios here that can cause A/C 1/4 to read 0. It's possible that the center lug of the hum pots are making contact with the chassis. If this is the case, do remedy this as best as you can.
The other possibility is that the capacitor across the 1.6K/4.7K paralleled cathode resistors is fouling up your meter's reading. To test this, you can pop out the black wires that go to "K" on the PC board, then recheck your measurements. (It's easy enough to heat the PC board joint and slide the wire out, measure, then reheat the joint and pop the wire back in)
