Transformer Secondary Test 3.5V instead of 3.3V on Terminal 12 and 13

Hi. I'm currently performing a secondary test on the transformer for terminal 12 and 13. The manual says its suppose to read 3.3V AC. I'm getting 3.4V then it goes up to 3.5V. I double checked the wiring and made sure it was for 120V outlet.

Is this normal?

I checked the other measurements as well.

I'm also getting 3.5 on 11/14 

6.6v on 9/15                 6.3v normal
168v on 20/19              161v normal

N/m. I see that there is a +-10% next to each voltage. Doh!

You didn't post your measured AC mains voltage. It's probably a little higher than 120V. Small variations there will cause small variations on the secondary readings.
