The alligator clips you have on the power transformer terminals must not touch each other or the fuse will blow.

There was a small air gap, but to confirm I added a couple of wires to guarantee separation.  Unfortunately, same result (.034).  The DMM does show continuity across 7 an 8 so I assume the configuration is correct.
I'm using replacement fuses from Amazon (picture attached) if that may be an issue.

Set your meter to read Ohms and (with no powder cord connected to the Kaiju and a fresh fuse installed), measure the DC resistance between the chassis and L on the IEC module, then the chassis and N on the IEC module, then let us know what those values are.

N = 0L
L = 0L
E = .9

Does the fuse hold if you don't have your meter hooked up to the power transformer?

No. I saw the flash in the IEC unit and checked - it was blown.

I would pop all four wires off terminals 1-6 on the power transformer and just let them poke up into the air, then be sure a fuse holds under these conditions.

Disconnected the 4 wires.  Turned on power for about 30 seconds.  Fuse did not blow.

Can you measure the DC resistance between power transformer terminals 1 and 3? Also 4 and 6?

Resistance between 1 and 3 is 0.6.  Between 4 and 6 it is 4.5.

You'll need to contact replacementparts(at)bottlehead(dot)com and let them know that you need a replacement PT-9.  Be sure to post a link to this thread which helps expedite the process.

I received the replacement power transformer (PT-9) - Thanks! - and installed it with new wiring. The new transformer is working well, but I'm getting values that are very slightly outside tolerance:
PT Leads 7 & 8: 200 [manual states 190 +/- 5%]
            10 & 9: 6.84 [manual states 6.3 +/- 5%]
          14 & 11: 6.84 [manual states 6.3 +/- 5%]
Incoming voltage is 126 so I wired with the > 115 and < 130 instructions.
Does this call for any adjustment to the build?
Thanks for all your help so far!

Your powerline is about 5% high and causing the voltages to creep up a little bit, but those are OK.
