All resistance test's correct except for 45

All of my resistance numbers are correct except for 45. I am getting a fluctuating number (i'm guessing because something is being charged by the multimeter?) anywhere from 3.00 - 6.00, depending on how long I have been using the meter. Any ideas?

A fluctuating number there is good.  There was a manual revision that happened with the Reduction some time ago that didn't get picked up by the automated manual distribution software, and there were some resistance values that got adjusted in that revision, so if your manual says that 45 should be 0 ohms, that's an error.
