7 pin socket question

Is it expected to have to drill the top plate holes to fit the 7 pin sockets? They do not fit inside the existing holes.

The sockets we have been getting grew on us a little bit, and some panels went out without enlarged 7 pin holes.  A round file will nudge the hole size up a little bit to get the socket in.
